I am a strong believer of monetization. I think we can have 2-3 ad units per page. When we limit ads to 3 and less, it will not affect user experience in a negative way

It depends on the type of forum. For instance, in the past, I had employment blogs. People came to them to click on the ads, not the info really, so in that case, what @Nomad suggests was reasonable.

Anyway, with many other niches, I would be more cautious, because a lot of people don't like ads.
