The Company i work for is outsourcing agency.

This is why I believe that it is a business. There are businesses that are very good at outsourcing and have achieved massive success from doing the same as well.

Yes, outsourcing is a business. The business model called dropshipping or even print on demand are actually outsourcing products.
Many people doesn't have the money to start their own business from the ground scratch. It's why they depend on outsourcing to survive.

Outsourcing itself isn't a business, but it's a business strategy. It involves contracting out certain tasks or services to third-party companies or freelancers, typically to reduce costs, increase efficiency, or access specialized expertise. Many businesses, large and small, use outsourcing as a way to scale operations without handling everything in-house.

It is as simple as ABC. They don't want to be left out, and that is why they got to do what they have to do in order to be able to survive at the end of the day.

Exactly! Always make use of the opportunity and options available to make money and outsourcing is definitely one of them. It's a very effective way to run a business.
